The evaluation aims to provide a better overview of the effectiveness and relevance of the Kristjan Jaak programme. The study by IBS will assess its activities in light of the objectives set for the programme. The evaluation will also help to understand the significance of the Kristjan Jaak programme compared to other major learning mobility programmes, such as Erasmus+ and Dora Plus. Additionally, it will make recommendations for continuing the various activities and designing future learning mobility actions.
To achieve these goals, secondary sources will be analyzed. Interviews will be conducted with experts in the field, as well as representatives from universities and scholarship holders. An online survey of scholarship holders will also be carried out, including those who have received a negative decision if applicable. Finally, a workshop will be held to validate the results and recommendations.
