Open Forums on Integration: Report on Recommendations by Third-Country Nationals regarding Estonia’s Integration Policy
From November 2012 until October 2013 Praxis Center for Policy Studies and Institute of Baltic Studies (IBS) implemented the project “National Debates on Integration for Third Country Nationals in Estonia”. The main objective of the project was to include third country nationals and people with undetermined citizenship living in Estonia (TCN) in policy making processes in the field of integration policy in Estonia.
Open forums took place in Narva, Kohtla-Järve, Tallinn and Tartu in March and April of 2013. In total, 130 people aged 18 and above who are permanent residents of Estonia and who do not hold citizenship from an EU member state or whose citizenship is undetermined participated in these events.
Participants could voice their opinions on seven topics in total: integration problems in education, integration in the labour market, accessibility to public services and relevant information, involvement in the community and in decision-making processes, cultural diversity in Estonian society, learning Estonian language, and the regional particularity of Ida-Virumaa County in North-Eastern Estonia.
