Study of Residents with Undetermined Citizenship
The IBS conducts is conducting a study, commissioned by the Estonian Integration Foundation to understand the situation of the residents of Estonia with undetermined citizenship. The study is focusing on the obstacles faced while applying for citizenship and is attempting to find ways to facilitate the application process. Previous studies indicate that this target group differs from other residents of Estonia with various linguistic and cultural backgrounds who do not have Estonian citizenship but hold the citizenship of another country. The aim of this study is to gain a diverse insight into the selected target group and to identify practical measures that support the application for Estonian citizenship by this group.
The more specific objective of the study is to map the profiles of the target group, validate the main obstacles, and find practical solutions. The report provides guidelines about the essential activities and messages by the sate to increase the target group’s awareness of the values of being a citizen and their motivation to take the necessary steps to obtain citizenship.
As a result of the study, well-founded proposals will be formulated for the development of solutions that support the application for Estonian citizenship and for the creation and dissemination of materials necessary for the target group to acquire knowledge about being a citizen.
