Richard was born and raised in Rochester, New York. He joined the Institute of Baltic Studies in 2019. Richard’s focus areas include smart city applications, sustainability, business and innovation management, and socio-economic development. His daily tasks are contributing to international projects, writing proposals, and identifying new projects. Richard has a bachelor’s degree in political science and psychology from the University of Tennessee, and a master’s degree in public policy from the Willy Brandt School of Public Policy.
