Tarmo is the Research Director at the Institute of Baltic Studies. At IBS, he has contributed to innovation and technology projects for over 20 years.
Tarmo is also an adjunct professor at the Department of Business Administration at the Tallinn University of Technology (since 2019). Previously, he worked as a senior research fellow at TalTech’s Ragnar Nurkse Department in the field of technology governance (2009–2018). He has also served at the Centre for Political Studies as the head of the Praxis innovation research division and as a board member, and at Archimedes Foundation—the predecessor of Estonian Research Council—as an analyst and consultant. He has published more than 100 scientific and policy analyses, mostly on topics related to economic development, R&D and innovation, entrepreneurship, and ICT.
At IBS, Tarmo’s work focuses currently on the use of data analytics in policy analysis, particularly in relation to the green transition.
